TS101 single step can not work

I am a learner in TS101，when i config WP0CTL = 0x1800 according to TS101 Hardware Reference,but SSTP(singel step)can not work。The PC can stop after emurap inr，the image as follow. Could anyone help me for this，I am very appreciate it。 thanks again with my respect。
