Relation between INPUT level and OUTPUT level of ADZS-21569-EZKIT

Hello.
I measured the relation between INPUT and OUTPUT level and the result is listed in attached Excel file.
The difference between input and output level varies by input level.
Is this OK?
And I would know the reason of this result.
