There are sample codes for EMAC on BF609, available as a part of POST (Power On Self Test), which is included in the BF609 BSP (Board Support Package). You could install the BSP from the link :

After installing the BSP, please look at the files at "<Installation Path>\BF609_EZ-Board\Blackfin\Examples\Power_On_Self_Test\Power_On_Self_Test\src"
