Crystal not oscillating-things to check?

So, I've built my first board but I'm seeing no oscillation on the OSC pins, what things can I check to find the problem? I'm seeing around 1V DC on the OSC pins, is that about right? I've followed the guidelines re. not using vias to gnd. Is it worth trying more expensive crystals?

Hi,

I would like to see your schematic and layout for this part of the circuit. Can you attach screen shots of both for me here? If you prefer, we can continue this in a private discussion. I am also curious about how you are handling the Reset pin; it is important that the Reset pin stay asserted Low until the power supplies have all settled at their correct voltages.

I assume you have the 100 ohm resistor in series with the crystal? Try shorting it out. Had the same problem intermittently.
