SPDIF IN data rate is 96K
External DAC is set for 196K
ASRC establishes smooth data flow between all these? Is that what it means? Or is there something more to it? Or is it something else?

Yes, that's correct. If you were to simply transfer the data without changing the clock rate, you would experience distortion and other signal integrity issues. The ASRCs are required to transfer data between different clock domains.
