Are the GPIO pins on the processor in a high impedance state when the processor is completely powered down? I want to use one to drive the gate of a transistor so 3.3V when on and high impedance when off would be ideal so I can pull down the gate when the DSP is off.

There are ESD protection diodes to supply and ground internal to the pads, so if the chip is powered off, these pins are not high impedance.

Still, providing an external pull-down should reliably keep your transistor turned off, even when the chip is powered down. Make sure the pull-down resistance is in a suitable range so that the GPIO can adequately drive it when you power the chip on.
